    In the state of New York, there will be a system of various levels for the cannabis market. This system will serve as a division for the various stages of cannabis output. There will be licenses granted for the production, wholesale and retail aspects of the markets for cannabis, much as in the way the alcohol market is structured. Most cannabis businesses would be permitted to have one type of license. This allocation of cannabis licenses would serve to keep a few businesses from dominating the entire market. An example of this format would be that dispensaries which sell cannabis would not also be able to be part of the distribution and growth sectors for it.

    This structuring of the cannabis market would not apply to a few of the influential, larger medical cannabis corporations. These bigger companies would still be allowed to retain vertically integrated operations, which means that they could perform all aspects of the cannabis market, namely, they can grow, process and sell cannabis.

    Supporters of the new law said that there are protections to prevent only a few companies from dominating the market, and also to make sure that a few wealthy investors don\’t enjoy most of the benefits, which some feel has happened in other states. For example, half of the cannabis business licenses are supposed to be issued to certain applicants for the purpose of social equity. This includes businesses run by women, minorities, disabled veterans and farmers who have struggled economically. Priority will also be given to applicants who have a cannabis-related conviction, and to their close relatives with these types of convictions.
