    On Wednesday morning, March 31st, New York passed legislation to legalize the use of recreational cannabis. It became the 16th State to do this, as was mentioned on here previously. It is also the second largest state, to California, in terms of population. About 91 million Americans over the age of 21 years old can now legally use cannabis recreationally.

    If a person doesn\’t want to use cannabis, there is also the choice of legally consuming THC, to achieve a euphoric sensation. It is also federally legal almost everywhere in the United States. This product is Delta-8 THC, and it is the modified version of Delta-9 THC. Since it is derived from hemp, it is legal. This is due to a loophole in the 2018 Farm Bill. This bill allows the cultivation of hemp, in the broad sense, and also allows hemp-derived products. According to the non- profit public policy institution, the Brookings Institution, the Farm Bill allows the sale, possession and transport of hemp derived products. They must be produced in a lawful manner.

    The Farm Bill wasn\’t looking to legalize cannabis containing more than 0.3% THC, so there is a restriction on the levels of THC. This law applies to various hemp- derived products, such as tinctures and oils. The trace amounts of THC, under 0.3%, are too small to produce a mind altering high feeling. They do not produce a psychoactive effect, and this also is dependent upon whether the CBD is full spectrum, personal tolerance to the CBD and susceptibility to having a placebo effect.
